About the Registrar’s Office

The Registrar’s Office of the Namangan State Technical University was established based on the following regulatory documents:

  • Presidential Decree No. PQ-60 dated December 24, 2021, “On additional measures to ensure the academic and organizational-management independence of state higher education institutions”;
  • Presidential Decree No. PQ-61 dated December 24, 2021, “On measures to grant financial independence to state higher education institutions”;
  • Resolution of the Cabinet of Ministers of the Republic of Uzbekistan No. 824 dated December 31, 2020, approving the “Regulation on the implementation of the credit-module system in higher education institutions”;
  • The minutes No. 32 of the expanded video meeting held on June 20, 2024, under the leadership of the President of the Republic of Uzbekistan, Sh. Mirziyoyev;
  • The joint decision No. 24 dated July 9, 2024, of the “Project Office of Educational Projects” and the Ministry of Higher Education, Science, and Innovation of the Republic of Uzbekistan “On the establishment of the Registrar’s Office in higher education institutions.”

Purpose of the Office:

To provide the university’s core services to students efficiently, transparently, and conveniently from a single point of access.


Main Service Areas and Functions:

1. Student Service Division:

  • Provide class schedules and exam information;
  • Assist students in applying for course retakes;
  • Provide information on current, midterm, and final assessments;
  • Issue call letters for part-time and distance education students;
  • Issue academic transcripts and certificates;
  • Provide exam lists;
  • Assist with applications for transfer, reinstatement, and dual degree programs;
  • Assist with online applications for master’s programs;
  • Issue student ID cards and dormitory residence certificates;
  • Provide GPA certificates;
  • Reset HEMIS system passwords;
  • Assist with student medical insurance;
  • Provide consultation on admissions and transfers;
  • Assist with rent subsidy applications;
  • Provide information about university resources and services;
  • Identify and support academically indebted students;
  • Assist students in applying for dormitory accommodation and temporary residence registration;
  • Process documents for state-funded rent support (up to 50% of monthly rent).

2. Research and Innovation Services:

  • Provide information about grants and competitions;
  • Inform about scientific conferences;
  • Assist with registering innovative ideas and startups;
  • Provide information on named scholarships and assist in applying;
  • Offer consultations on research projects;
  • Assist with joining the “Mentor–Apprentice School”;
  • Promote university-organized scientific and innovative events;
  • Provide information about student scientific circles;
  • Assist departments with completing grant application forms.

3. International Relations and Academic Mobility Services:

  • Provide certificates of study in English;
  • Share information on international grants and mobility programs;
  • Register international students in the electronic system and assign courses;
  • Provide consultations on studying abroad;
  • Manage visa services for foreign students;
  • Issue tuition contracts to international students;
  • Organize temporary registration for foreign students in Uzbekistan;
  • Accept applications and documents for international admissions;
  • Provide information about the learning process for foreign students.

4. Marketing, Internship, and Accounting Services:

  • Manage data on employed graduates;
  • Determine and calculate tuition fees;
  • Approve retake fees for academically indebted students;
  • Create a graduate information database;
  • Prepare reports on graduate employment;
  • Advise students on employment opportunities;
  • Prepare all necessary documents for graduate employment distribution;
  • Compile a list of potential employers and provide it to students.

5. Database and Statistical Division:

Statistical Data Management:

  • Provide statistics on students, resources, contracts, and performance;
  • Analyze data on student retention, dismissals, and academic leaves;
  • Compile and analyze data on student transfers and reinstatements;
  • Provide statistical data upon request to institutions and organizations;
  • Maintain official statistical reports for submission to the State Statistics Agency;
  • Analyze the accuracy of data entered into the HEMIS system.

Academic Coordination:

  • Participate in forming curricula to ensure effective elective course selection;
  • Form academic groups;
  • Organize course retakes, including schedule creation and request review;
  • Prepare all student-related orders;
  • Assign students to subjects and tutors;
  • Monitor and calculate student GPA results;
  • Assign stipends based on academic performance;
  • Create and edit academic plans and course databases;
  • Manage student progression, graduation, and academic leave documentation;
  • Monitor attendance and generate daily attendance reports in the HEMIS system.

Student Records Management:

  • Collect and archive student graduation documents;
  • Record and store orders related to name changes, academic leave, or dismissal;
  • Process documents for student transfers to other universities;
  • Manage and distribute official documents (diplomas, transcripts, certificates);
  • Verify diploma authenticity through the https://OTT.mehnat.uz and http://d-arxiv.edu.uz platforms;
  • Respond to requests for diploma duplicates.
